Adolescent literacy is the most pressing issue facing middle
and high schools today. The literacy demands facing adolescents
in the 21st century far exceed what was required in the
past. At the same time, there is overwhelming evidence from
many sources that the majority of American middle and high
school students do not have the skills to meet these demands.
The vision and mandates of No Child Left Behind
-- with its focus on standards-based learning, literacy
for all students, meeting annual yearly progress targets,
and continuous improvement -- require an emphasis on content-area
literacy at the middle and high school levels. More than
ever, achieving higher levels of literacy and learning for
diverse student populations requires shared school-wide
responsibility for literacy development across the curriculum.
