Response to Intervention (RTI) is a multi-tiered approach to meeting the needs of struggling learners using scientifically based research practices, and systematic monitoring of student progress. RTI offers a promising alternative approach to the diagnosis of Learning Disabilities.

 

RTI is a significant undertaking for districts and schools, and RTI implementation should be based on a strategic analysis of district and school readiness and capacity to implement all components. Lacking this information could lead to poor implementation that will be difficult and costly to address at a later stage.

The RTI Implementation Review

  • Informs both the planning and implementation phases of RTI

The RTI Implementation Review results in an RTI Action Plan with specific recommendations for district-wide implementation. The Review also provides a targeted RTI Professional Development Plan focused on multi-tiered intervention and progress monitoring.

Key elements include District Support Structures, Schoolwide Support Structures, and Intervention Capacity.



  • District Support Structures that facilitate RTI Implementation including policies and procedures to ensure consistency of implementation, resource allocations, professional development, administrative and leadership support for RTI, and assessment policies and procedures.
  • Schoolwide Support Structures that support RTI Implementation including scheduling options, diagnosis/identification criteria, assessment resources and procedures, staffing capacity and intervention support structures, criteria and guidelines for student movement across tiers, and forms and procedures for ongoing monitoring.
  • Intervention Capacity includes reading programs and resources that support a multi-tiered approach, technology support for reading intervention, teacher knowledge of a range of scientifically based interventions, and staff capacity to implement various assessment tools for progress monitoring.
