Lowell Public Schools Literacy Audit Services. PCG-CRM conducted the Literacy and
Learning Middle and High School Audit to determine current classroom practices related to
literacy support, students’ reading levels, and school-wide resources and supports available
to promote literacy. Data collection consisted of 1) Student Performance Profile; 2) Teacher
Survey; 3) School-wide Literacy and Learning Capacity Profile. PCG-CRM provided a comprehensive
report that contained an analysis of student performance on reading assessments; teacher
instructional practices and implementation of literacy support strategies in classrooms; and
capacity of school policies and structures to support student literacy. The Literacy & Learning Audit
provided Key Findings and Recommendations for planning and improvement, along with a
customized three-year teacher professional development plan to ensure that teachers receive
opportunities to develop the skills necessary to implement research-based best practices to
improve student learning and performance. PCG-CRM facilitated on-site action planning with
the school’s literacy team to assist them to implement reported recommendations and
professional development plan.
The Massachusetts Department of Elementary and Secondary Education (MA ESE)
contracted with PCG-CRM in 2008 to develop and pilot the six-course series entitled
Data-Driven Decision Making Using the ESE Education Data Warehouse. Since completing
the pilot training program in September 2008, PCG-CRM has contracted with
several districts throughout the state to provide on-site training using the new
curriculum. Attendant to that was Professional Development for the MA ESE Education
Data Warehouse
. PD materials were designed to ensure that a consistent,
standardized curriculum was available for use by the state and potential training
partners. PCG-CRM was selected through a competitive bid process to design these
professional development materials and deliver a pilot round of professional
development sessions to test their effectiveness and accuracy and to revise course
materials based on feedback from the sessions.
NJ SMART Longitudinal Data System. The State of New Jersey sought a statewide
longitudinal data system for school information that would provide a central
storage location for student-level data, improve data quality, help the state
meet federal reporting requirements, and streamline processes to create
efficiencies and reduce costs. PCG is using a multi-phased, incremental
approach to ensure the communication and training needs, which are critical to
full adoption of the system, are thoroughly addressed. The NJ DOE now has a
comprehensive data warehouse that includes eight years of state assessment
data from which to analyze school and student performance via parameterized
reports and guided ad hoc analysis tools. The NJ SMART longitudinal data system
has also helped the NJ DOE to dramatically improve its scores in the latest
national Data Quality Campaign (DQC) survey.


Data Use Services. Pinellas County Schools identified a need to build the
capacity of its schools to support effective data use. This project addressed
that need through a pilot program involving four high schools. PCG-CRM
performed major activities to create a culture of data use in the pilot high
schools. Core services included Data Use Audit and Professional
Development focused on effective data use. PCG-CRM conducted a Data Use
Audit with participation from district leaders, pilot schools, and district IT staff.
Four professional development sessions were delivered throughout the school
year to train the Pinellas Leadership Team and school-level data teams.


Providence RI School District, Evaluation and Data Analysis Services.
PCG-CRM provided evaluation and data analysis services to the Providence Public
School District that: 1) enhanced ongoing evaluation and data analysis capability;
2) enabled district administrators to examine the outcomes of specific initiatives,
programs, services, and interventions; and 3) allowed a more robust determination
of the progress of specific student cohorts through the use of a growth model gains
analysis. PCG-CRM provided comprehensive longitudinal trend analyses that focused
on district progress in meeting proficiency targets in the core content areas of
of reading and mathematics for specific school cohorts and student subgroups.
Data was disaggregated by the elementary cohort structure and population
subgroups. PCG-CRM implemented two growth studies for analyzing and comparing
student progress at multiple data points on the statewide NECAP tests.

University of Southern Maine. The Content Literacy Learning Communities (CLLC)
grant had two core goals: (1) To increase student achievement in reading and
writing in grades 4-12; and (2) To create and implement a model for sustainable,
capacity-building professional development. A total of 22 schools throughout Maine
participated in the leadership sessions, action planning technical assistance, and
content teacher professional development. This included approximately 170 school
leaders and teacher leaders who participated in the four-part professional
development series. Onsite and regional teacher professional development sessions
were customized based on PCG-CRM audit results and recommendations. Activities
included a three-part Leadership for Literacy workshop series and regional summer
action planning institutes.
